Preheat the oven to 220 °C (200 °C with convection, gas mark 7). Peel and boil the potatoes in salted water until tender (easily pierced with a knife). Drain, spread the potatoes on a large baking sheet and gently smash them with the back of a spatula. Add the sliced red pepper, drizzle with vinegar and olive oil, season well with salt and pepper, and bake for 25 minutes.
Place the spicy pickled pepper, chili flakes, garlic cloves, lemon juice and zest, vinegar, olive oil, smoked paprika and a pinch of salt into a food processor. Blend to a smooth paste and transfer to a bowl. Arrange the tilapia fillets (or cod) on the potato sheet, drizzle the fish with some of the sauce, season to taste and bake for another 10 minutes until the fish is cooked through and the potatoes are browned. Serve drizzled with the remaining sauce and garnish with fresh green salad.
