To make the dough, place the flour and salt in a mixer with a dough hook. Add the egg and oil, then mix on low speed. Gradually add about 2 tbsp of water. When the mixture starts to come together in clumps, turn it out onto a lightly flour‑dusted work surface and knead for about 10 minutes until you have a firm, smooth dough. Cut into four pieces, wrap each and chill in the refrigerator for 30 minutes.
To make the filling, combine all ingredients with a pinch of salt and mix well by hand. Fry a small amount to check the seasoning.
Pass one piece of dough through the widest setting of a pasta machine, then fold it in half before rolling again. Continue until you reach the 2/3 setting. Lay the dough on a work surface dusted with semolina and cut squares about 6 × 6 cm. Place 1 tsp of filling in the centre of each. Brush a little water around the edges and bring together at the centre, forming a mantı shape (see top image). Continue until the filling is used up, placing the finished mantı on a tray generously dusted with semolina. Keep the remaining dough wrapped while you work. You will have more than needed (see tip below). Chill the mantı for up to 24 hours.
To make the tomato‑chili butter, melt half the butter in a pan, add the oregano and tomato paste and sauté briefly, then stir in passata with a pinch of salt. Cook over low heat for about 20 minutes. Finish with a splash of sherry vinegar and a pinch of caster sugar. Heat the remaining butter until browned, strain through a fine sieve, let cool for 2 minutes, then add pul biber. Combine the sauce and the chili butter and keep warm. Prepare the garlic yogurt by whisking the ingredients with 2 tbsp water.
Boil the mantı in simmering water for about 5 minutes until they are tender and the meat is cooked through. Drain and serve the mantı with the yogurt sauce and chili butter, sprinkled with pine nuts and thyme leaves.
