Heat the olive oil in a large skillet. Add the sliced onion and pepper, sauté for 8 minutes until the vegetables become soft. Add the spices and cook for another 1 minute, stirring constantly.
Stir in the beans and diced tomatoes, bring to a boil, then reduce the heat and simmer for 15 minutes until the chili thickens. Season to taste and serve with rice, if desired.
